•Lead the end-to-end design and implementation of the P-Card programme across approved markets, from business case and operating model through rollout and stabilisation.
•Translate the P-Card strategy into a phased implementation roadmap with clear scope, milestones, dependencies, benefits, risks and accountable owners.
•Own delivery governance, including programme plans, steering updates, decision logs, risk and issue tracking, and timely escalation of delivery constraints.
•Define the target operating model covering card request, approval, issuance, activation, usage, expense submission, reconciliation, settlement, suspension and closure.
•Partner with Procurement, Finance, Treasury, Tax, Legal, Compliance, Operational Risk, Technology, Information Security and business teams to deliver market-ready solutions.
•Lead engagement with card issuers, expense-platform providers and other external partners, ensuring service, control, data and implementation requirements are met.
•Develop and maintain P-Card policies, standards, procedures, user guidance and control requirements aligned with organisational and local regulatory expectations.
•Establish robust maker-checker controls, approval limits, merchant-category restrictions, transaction limits and segregation of duties across the card lifecycle.
•Design preventive and detective controls for inappropriate spend, duplicate claims, split transactions, personal usage, cash withdrawal and other policy exceptions.
•Ensure cardholder, approver, administrator and programme-owner responsibilities are clearly defined, communicated and evidenced.
•Oversee integration between the card issuer, expense-management platform, procurement systems, enterprise resource planning systems and general ledger.
•Ensure accurate accounting, cost allocation, statement matching, settlement, reconciliation and month-end reporting for P-Card transactions.
•Define data, reporting and dashboard requirements covering spend, adoption, exceptions, ageing, delinquency, control breaches, savings and supplier coverage.
•Lead user acceptance testing, defect management, production-readiness reviews, cutover planning and post-implementation validation.
•Coordinate market onboarding, including local requirements assessment, stakeholder sign-off, communications, training and hypercare support.
•Drive cardholder and approver adoption while maintaining appropriate eligibility criteria, approval discipline and spend governance.
•Act as the senior escalation point for implementation decisions, operational incidents, issuer performance, control gaps and complex stakeholder concerns.
•Ensure timely investigation, remediation and root-cause analysis of failed transactions, unreconciled items, suspicious activity and policy breaches.
•Maintain complete documentation and audit trails for programme decisions, approvals, testing, controls, exceptions and issue remediation.
•Support internal and external audits, regulatory reviews and risk assessments, ensuring actions are resolved within agreed timelines.
•Define service levels and performance measures for issuers, service teams and internal stakeholders, and lead regular governance reviews.
•Identify opportunities to increase compliant P-Card usage, reduce low-value purchase-order and invoice volumes, and improve the employee and supplier experience.
•Deliver measurable benefits through process simplification, automation, improved visibility, reduced processing effort and stronger spend control.
•Plan resources and manage implementation capacity, budget and third-party costs within approved parameters.
•Lead and develop the implementation team, promoting accountability, collaboration, continuous learning and strong risk ownership.
•Embed a sustainable business-as-usual model, including ownership, support arrangements, control monitoring, change management and continuous improvement.
•Embed resilience, access, data protection, fraud prevention and contingency controls in the programme design.
